"Those two girls that are so tanned, they don't even live in the area," she said. "I've never seen them before, no one has seen them before." She believed they lived in Burwood in Sydney's inner west.
But Burwood mayor John Faker was offended by Provan's comments.
"Unlike the Shire, Burwood has a proud history of being accepting of people from all walks of life, no matter their race, gender or appearance," Faker said in a statement.
"It is offensive to suggest that these women should be disowned or criticised simply for how they look . . . Burwood is a place of tolerance and acceptance that promotes strong community values and Councillor Provan should think before she continues making such discriminatory remarks."
