WASHINGTON, Jan. 9 (Xinhua) -- U.S. President Barack Obama on Thursday announced five "promise zones" as part of his efforts to focus on income inequality and poverty.
"I will work with anybody who's willing to lay out some concrete ideas to create jobs, help more middle-class families find security in today's economy, and offer new ladders of opportunity for folks to climb into the middle class," said Obama at an event in the White House as he unveiled the first five " promise zones."
The five designated zones are located in San Antonio, Philadelphia, Los Angeles, Southeastern Kentucky and the Choctaw Nation of Oklahoma. They would be eligible for tax breaks and other forms of federal support.
Obama first announced the "promise zone" initiative in his State of the Union speech last year. Obama said then his administration planned "to partner with 20 of the hardest-hit towns in America to get these communities back on their feet. We' ll work with local leaders to target resources at public safety, and education, and housing."

Pakistan carried out its first nuclear tests in 1998, soon after India conducted tests. Both refuse to join the Nuclear Non-proliferation Treaty, which would oblige them to scrap atomic weapons.
China's nuclear cooperation with Pakistan has caused unease in Washington, Delhi and other capitals due to fears about commitment to nuclear non-proliferation rules.

Bus safety laws need a change
Build Delta tunnels for all of California: EditorialTHE economy being what it is and California gasoline prices being what they are it's no wonder the popularity of inexpensive and convenient longdistance bus travel has soared.
Many in a new generation of riders choose coaches operated by smaller operators that offer free WiFi service for their laptop computers, tablets and phones and have something of a hipster panache. Megabus, a British company, has led the way in offering lossleading discounts such as $1 for advance tickets to Las Vegas and the Bay Area.
It harkens back to a precheap airfare time in which Continental Trailways and Greyhound vied for the business of middleclass America's countrycrossing travelers.
But as the discount bus business grows in Southern California, with ridership reportedly up 30 percent in the last year, the deadly crash Feb. 3 in the San Bernardino Mountains has focused attention on the dismal safety record of many of them here and nationwide.
The skiparty bus that went off the road in Yucaipa, killing eight passengers and injuring 20, carried many people from Baja California who were on holiday. But the coach's operator, Scapadas Magicas, sac louis vuitton, is Californiabased, and has an extremely dodgy safety record. The company was shut down entirely five days after the crash while it is under investigation no help to the dead and injured.
But an investigation by reporters for KPCCFM after the tragedy showed that the very bus that crashed was cited by Advertisement
inspectors as unsafe four times in the last 24 months.
Faulty brakes are the focus of the investigation, and twice in a period of two months this bus was cited for outofcompliance brakes.
But here's the kick in the head for those who have found this resurgence in affordable transportation attractive: Lobbying by industry groups created deadly loopholes in the federal transit law known as the SAFETEALU act, signed by President George W. Bush in 2005.
The law takes away the ability of the California Highway Patrol and other states' police agencies to pull coaches over on the road even when officers know a particular bus is on a watch list for potential safety violations. Instead, they have to witness a trafficlaw infraction to even be able to take a look at the safety of the bus.
There are no such restrictions on the CHP's ability to inspect bigrig trucks they suspect are possible hazards to drivers and to other motorists.
"That's a problem," Steve Keppler, a former bus inspector and executive director of the Commercial Vehicle Safety Alliance, told KPPC.
"It's hard for me to fathom why we can stop trucks roadside but we can't stop buses," Keppler said.
"I think passengers are a bit more precious cargo than freight."
So do we. It's clear that to protect the safety of passengers and the rest of us in tour buses' path, the loophole in the federal transit law needs to be immediately closed and new guidelines implemented.
Fiftyeight of 354 commercial bus companies in California are on a federal watch list for safety concerns.
